Push is on to hasten processing of crime-scene test results

Start the clock when a bloodstained shirt from a crime scene reaches the Bureau of Criminal Identification & Investigation lab in London, Ohio.

Stop it when DNA results are in the hands of the county prosecutor.

Typical elapsed time: 125 days.

"Unacceptable," Attorney General Mike DeWine said. "It is literally life and death."

DeWine, a former county prosecutor and U.S. senator, campaigned hard last year on a promise to improve the BCI, a branch of the attorney general's office. Once he won, his first step was naming Tom Strickrath, a state government veteran who was most recently Public Safety director, as BCI superintendent.

"I wanted someone who could go in and fix an agency," DeWine said.

The "fix" is on, combining an infusion of new money, personnel and technology with a reshuffling of procedures that DeWine said could dramatically cut the turnaround time for BCI services.

One goal, he said, is to reduce the days needed for DNA testing to 35 from 125, a 72 percent decrease. However, he said that includes many variables. The turnaround might be even less in high-profile cases, he said.

While prosecutors and law enforcement don't generally question the quality of the work done by the BCI, the turnaround time has consistently been a problem, DeWine said.

Delaware County Prosecutor Carol O'Brien agreed. She said the county taps the BCI for DNA, drug and polygraph testing and has "always been pleased with the quality of the work, but it's not just Delaware County that relies on the BCI. There's 87 other counties."

O'Brien said a county sometimes pays for private testing when it needs results more quickly than the BCI can provide.

"That's important when you have a defendant in jail awaiting trial, and you have a 90-day deadline."

With a budget of about $52 million this year, the BCI has 326 employees, the majority of them in London; the remainder are in offices in Richfield, Bowling Green and Youngstown. DeWine last week announced the opening of a small regional office in Athens. Employees are divided into identification, investigation and lab sections.

The BCI helps police, sheriff's departments and prosecutors with investigative and lab services - free of charge to the requesting agency.

Although the attorney general's budget is being cut by 6 percent, DeWine plans to infuse up to $6 million more into the BCI by reallocating funds within his office. That will allow the hiring of additional personnel in the lab, cybercrime and other sections.
